Why a programme change can complicate your administrative situation
Your student residence permit is issued on the basis of a study project submitted to the prefecture. When you change programme — whether that means a different specialisation, a different institution, or a different academic level — you potentially alter the foundations of that project. At renewal time, the prefecture will assess whether the change is consistent with your academic pathway and the legitimacy of your presence in France.
This guide distinguishes the changes that raise no concern from those requiring careful preparation, and gives you the steps to protect your status in every scenario.
Types of changes and their administrative impact
Change of specialisation within the same institution
Examples: Master's in economics → Master's in finance; Bachelor's in computer science → Bachelor's in mathematics
Impact on the permit: Low, provided the specialisations are closely related. The prefecture generally accepts such changes at renewal, as long as your academic progress is satisfactory.
Steps needed: No action required between renewals. At renewal time, present your new enrolment certificate and be ready to briefly explain your academic direction.
Institution change within the same city or region
Examples: Paris 1 → Paris 8; Lyon 2 → Sciences Po Lyon
Impact: Moderate. The geographical coherence is preserved, but the prefecture will want to verify that you are actively enrolled at the new institution and that you have formally completed or left the previous one.
Steps:
- Obtain a withdrawal certificate or end-of-year statement from the old institution
- Obtain your enrolment certificate at the new institution
- Update your address on ANEF if required by your prefecture
- At renewal, present both documents to demonstrate continuity
Institution change with a city change
Examples: University of Bordeaux → University of Lille; Lyon → Paris
Impact: Moderate to significant. A city change means a change of competent prefecture for your permit. If your permit was issued by the Gironde prefecture and you move to Lille, the Nord prefecture becomes competent at the next renewal.
Steps:
- Report the address change to the prefecture via ANEF (see our dedicated guide)
- Contact the new prefecture to signal your arrival in the department
- Your renewal file will be processed by the new prefecture
Level change (Bachelor → Master → PhD)
Examples: End of Bachelor → Master's enrolment; end of Master's → PhD enrolment
Impact: Very low. This is the type of change prefectures respond to most positively. It demonstrates normal academic progression and strengthens the legitimacy of your continued presence in France.
Steps at renewal: Present:
- Your transcripts (or exam results) from the previous year
- Your admission letter for the new level
- Your new enrolment certificate
Radical change of academic field
Examples: Master's in law → Bachelor's in arts; Engineering → Journalism with no complementarity
Impact: Significant. This type of change can trigger a request for explanation from the prefecture at renewal, or in some cases a refusal if the coherence of the study project cannot be demonstrated.
How to handle this:
Cohérence du cursus is a regulatory requirement. You must be able to present a solid argument explaining your reorientation. Prefectures recognise the following:
- Reorientations documented by a university guidance counsellor
- Changes following a professional experience that revealed a vocation (e.g. an internship)
- Changes recommended by the student health service for medical reasons, with supporting documentation
Prepare a one-page document explaining your revised career project and the logical link with your new programme. Have it endorsed by your guidance counsellor before submitting it to the prefecture.
The 'sufficient academic progress' standard: what the prefecture really evaluates
Beyond coherence, the prefecture also assesses your academic results. Your permit may not be renewed if:
- You are repeating years without justification
- You have not obtained enough ECTS credits during the last year
- You are enrolled but not actually attending (consistent absence from exams)
General rule: Having validated at least 60% of the ECTS credits planned for the year is a positive indicator. Below 40%, you may be asked to explain.
If you are struggling academically
If you are going through a difficult period (illness, adjustment difficulties, family event), document it with your institution:
- Medical certificate for health-related reasons
- CROUS social services certificate for financial hardship
- A letter from your academic director explaining the exceptional circumstances
Presented at renewal, these documents allow the prefecture to assess your situation with nuance rather than relying solely on results.
