    Multi-year student permit: 2026 conditions

The multi-year student residence permit lets you avoid annual prefecture renewals after one year of regular residency in France. In 2026, eligibility requires passing the civic knowledge exam at 80% and demonstrating A2-level French — this guide covers everything you need to know.

What is the multi-year student residence permit?

The multi-year residence permit is a carte de séjour valid for more than one year, allowing international students to avoid renewing their permit every year at the prefecture. Introduced by the Act of 7 March 2016 and strengthened by the 2024 immigration law, this scheme is designed to simplify the administrative journey of international students whose stay in France spans multiple years.

In practice, this means fewer prefecture appointments, fewer files to compile, and more peace of mind to focus on your studies. For a doctoral student on a three-year programme, for instance, obtaining a multi-year permit at the first renewal can eliminate two annual renewals.

Who is eligible for the multi-year student permit in 2026?

All of the following conditions must be met simultaneously at the time of your first renewal:

Condition 1 — At least one year of lawful residency

You must have lived in France for at least one full academic year with a valid student residence permit (VLS-TS validated via ANEF or an annual residence card). Undeclared interruptions or periods of irregular status reset the clock.

Condition 2 — Genuine academic progression

The prefecture verifies that you are making real progress in your programme. This is demonstrated by submitting academic transcripts from the previous year. Accepted evidence includes: grade transcripts showing validation of at least 50% of planned ECTS credits, a year-completion certificate signed by the academic director, or any official document attesting to your progression.

Note: A repeat year or a change of programme can be justified. It does not automatically disqualify your application if a reasoned explanation is provided.

Condition 3 — A2 level in French (CEFR)

Since 2025, the A2 language requirement applies to all residence permit applicants. For students enrolled in French-taught programmes, this level is generally presumed and no additional test is required. For students in fully English-taught programmes, some prefectures may request proof: DELF A2 certificate, TCF A2, or equivalent.

The cost of DELF A2 certification is approximately €60 to €120 depending on the accredited centre. Check whether your university offers free internal sessions.

Condition 4 — Passing the civic exam at 80%

Since the 2024 immigration law entered force (progressively since 2025), passing the Civic Knowledge Exam (Examen de Connaissance des Valeurs de la République, ECVR) with a score of at least 80% is a mandatory condition for a multi-year permit.

This exam is organised by OFII (Office Français de l'Immigration et de l'Intégration). It is free, available online via the OFII portal, and can also be taken in person at OFII centres by appointment. The exam consists of 40 multiple-choice questions on republican values, French institutions, and the rights and duties of residents. Duration: 45 minutes. Once passed, it is valid for life and does not need to be retaken.

How long will my multi-year permit last?

The duration of the multi-year permit is calculated based on the remaining length of your programme, up to a maximum of 4 years. Here are the most common practical cases:

SituationRemaining course durationDuration of multi-year permit granted
    Bachelor's year 1 → renewal in year 22 years2 years
    Master's year 1 → renewal in M11 year (M2 planned)1 year + possible further renewal
    PhD (3 years) → 1st renewal2 years2 years
    PhD (4 years) → 1st renewal3 years3 years
Engineering programme (5-year cycle)3-4 years remainingUp to 4 years

In all cases, the multi-year permit cannot extend beyond the planned end date of your programme, and its maximum duration is 4 years in accordance with article L. 422-2 of the CESEDA.

How to apply for the multi-year student permit

The application is made via the ANEF portal (administration-etrangers-en-france.interieur.gouv.fr), in the section 'I renew or modify my residence permit'.

    Recommended timeline:

    • 3 months before expiry of your current permit: submit your complete file on ANEF.
    • Upon receiving ANEF confirmation: download your receipt. This document authorises you to remain in France and work under the same conditions as your current permit, for the entire processing period.
    • Processing time: 2 to 4 months depending on the prefecture. Paris, Île-de-France and Lyon tend to have the longest waiting times.

    Documents to prepare:

    1. Valid passport (all pages including visa stamps)
    2. Current residence permit (front and back)
    3. Enrollment certificate for the current academic year (with institution stamp)
    4. Academic transcripts from the previous year (showing progression)
    5. Proof of address dated within the last 3 months
    6. Proof of financial resources (scholarships, bank statements for last 3 months, parental or guarantor statement)
    7. Health insurance certificate (Ameli or complementary insurance)
    8. ECVR civic exam pass certificate (score ≥ 80%)
    9. A2 French language proof if applicable
    10. 2 compliant ID photos

Special cases and things to watch out for

Changing programme or institution: Moving from a bachelor's to a master's, or switching university, does not disqualify your multi-year application. You must provide a letter explaining the transition and documents from the new enrolment. Some prefectures may request a Campus France opinion if the change is considered significant.

Campus France scholarship holders: French government scholarship holders receive priority treatment for multi-year permits. Always include your scholarship certificate in your file.

End of master's, transition to PhD: If you are moving from a master's to a PhD, a status change may be requested alongside the renewal. Consult your international affairs office about the correct order of steps.

Refusal of multi-year permit: If your application for a multi-year permit is refused (ECVR score below 80%, lack of academic progression, insufficient resources), an annual permit may still be issued. Refusal of the multi-year option does not mean refusal of stay. You may also file a contentious appeal before the administrative tribunal within 2 months.
